Football safety and security specialist Dixon Okello has criticised Omar SC Villa President Omar Mandela over his conduct during a recent Uganda Premier League match, warning that breaches of pitch access protocols by club officials can inflame tensions and trigger crowd trouble.

The criticism follows Wednesday’s heated Uganda Premier League clash between SC Villa and Vipers at the FUFA Technical Centre Kadiba, which ended in a 1-1 draw.

The high-stakes encounter was marked by tension on and off the pitch, including a confrontation between Mandela and sections of Vipers fans.

Mandela, who had walked along the pitch-side during the match, was reportedly pelted with bottles as the confrontation escalated. During the incident, he appeared to make a middle-finger gesture towards Vipers fans, an action that has since drawn widespread condemnation on social media.

The episode has sparked debate over the conduct of club officials during matches and renewed calls for stricter enforcement of match-day regulations.

In a message addressed to the SC Villa president, Okello said club officials have no mandate to access the pitch while a match is ongoing.

“I wish to bring to your attention the established protocol regarding pitch access during matches. The President and Executive Members of the club are not permitted on the pitch while a match is in progress,” Okello wrote.

He added that allowing such movement risks provoking supporters and escalating violence.

“Rival fans might also find this offensive and can cause crowd related violence. Only the General Coordinator, match officials, Security Officer, and Chief Steward are authorized to move around the pitch area during a game.”

Okello further cautioned that security teams are empowered to enforce compliance.

“I kindly request strict adherence to this protocol by all club officials. Non-compliance can result in the security team enforcing the regulations, including removal from the pitch area if necessary,” he stated.

The certified Fifa and Caf safety officer emphasised that cooperation from club leadership is essential in maintaining order and protecting the integrity of the game.

“I will appreciate your cooperation in maintaining order and upholding the standards of the club,” he added.
